Typhoon Haiyan was one of the deadliest typhoons in the world. This project worked with CAMA Services to develop a tool and conduct an assessment. The final assessment informed their programming in the Philippines.
The assessment tool was developed to identify who (in general terms) were most vulnerable, where they lived, and where gaps were in the disaster response. The assessment influenced the development of a program design that focused on protection of vulnerable people. The assessment was designed to find areas where there was limited presence of other organizations in order to focus operations in those ares. Complexity theory formed the assessment tool. This enabled the program to be modified depending on the changing context of the disaster.
